SonED2 is the tool behind level modifications in these and many other projects. With this powerful utility, mod enthusiasts are limited only by their imaginations and the extent of the target Sonic the Hedgehog engine. It includes a level layout editor, an object layout and property editor, an editor for palettes, solidity, and the three-stage tile format used by the original games, a feature to import palettes, all three tile stages, and level layouts from pcx or tga image files, image export options, and several features for my own personal use, including the various data format conversion utilities used for my ports.

Add, Remove, and Drag objects around the level. Change their property fields to change how they behave in-game
Select from a list of available object types. External scripts give SonED2 their names, images, and property fields
Modify palettes, solidity maps, and each page of each of the three tile stages that create the placeable level parts
There are a few other data viewers/editors that have their uses
